KNEC advertises 2020 vacancies for Deputy Director and Chief Management Officer
The Kenya National Examinations Council (KNEC) has invited applications for the vacancies of Deputy Director and Chief Management Officer.
1. Deputy Director, Supply Chain Management, EC Scale 14 (1 Post)
Job Description:
The Deputy Director is required to do the following:
- Cascading the strategic plan and performance contract in the Division and carry out staff performance appraisals;
- Formulating and implementing initiatives to instill KNEC values in the Division and adopt best practices in supply chain management;
- Developing performance improvement strategies that are adaptive to the changing environment and technology;
- Providing leadership in the development and implementation of supply chain management strategies, policies, and procedures;
- Devising measures to enhance partnerships with suppliers;
- Giving professional advice on Supply Chain Management matters whenever required;
- Facilitating proper utilization of human and other resources in the Division;
- Providing a professional opinion on the evaluation of tenders and disposal of assets to the Chief Executive Officer;
- Providing secretariat services to the Committee’s undertaking procurement activities;
- Applying measures to ensure integrity and professional supply chain management standards;
- Developing and coordinating the preparation of annual procurement and disposal plans and monitor and review their implementation;
- Drawing plans to integrate ICT in the Division’s operations;
- Devising, implementing, and monitoring effective risk management strategies in the Division;
- Coordinating procurement planning and budget preparation for the Division;
Job specification:
The applicant should meet the following job specifications:
- Masters degree in Commerce, Business Administration (Supplies Management Option) from a recognized institution;
- Diploma in Supplies Management (CIPS) or it’s equivalent from a recognized Institution;
- Must have served for a period of fifteen (15) years relevant work experience in a recognized institution;
- Strategic Leadership Development Program lasting not less than six (6) weeks from a recognized institution;
- Membership to the Kenya Institute of Supplies Management (KISM);
- Certificate in computer applications;
- Demonstrated merit in work performance;
- Fulfill the requirements of Chapter Six of the Kenyan Constitution.
2. Chief Supply Chain Management Officer, EC Scale 12 (1 Post)
Job Description:
The Chief Supply Chain Management Officer is required to do the following:
- Compiling the annual Corporate procurement and asset disposal plans;
- Implementing the annual procurement and disposal plans and prepare quarterly implementation status reports;
- Coordinating procurement and market surveys activities;
- Preparing contract documents and coordinating suppliers’ performance appraisals.
- Liaising with the user department to ensure effective implementation of contracts for goods, works, and services;
- Providing secretariat services to committees incidental to the procurement of goods and services, and disposal of assets;
- Overseeing periodic and annual stocktaking exercise;
- Coordinating the disposal of assets activities;
- Preparing periodic statutory reports;
- Maintaining and update the pre-qualified supplier’s list and contract management register;
- Coordinating suppliers’ performance appraisals.
Job specification:
The applicant should meet the following job specifications:
- Masters degree in Commerce, Business Administration (Supplies Management Option) from a recognized institution;
- Bachelors degree in Commerce, Business Administration (Supplies Management Option) from a recognized institution;
- Diploma in Supplies Management (CIPS) or its equivalent from a recognized Institution;
- Must have served for a period of nine (9) years relevant work experience in a recognized institution;
- Management course lasting not less than four (4) weeks;
- Membership to the Kenya Institute of Supplies Management (KISM);
- Demonstrated merit in work performance;
- Certificate in computer applications;
- Fulfill the requirements of Chapter Six of the Kenyan Constitution.

seniority and responsibilities of the position.
