TSC Invites 1000 Interviews for Diploma Teachers on 24th May 2021

The Teachers Service Commission (TSC) has informed over 3,800 Diploma teachers on interviews that are set for the 24th of May 2021 in their respective counties.

The diploma teachers in secondary schools will compete for 1,000 promotions that the Commission advertised.

At the moment, some counties have invited teachers for teachers for the interview that is scheduled for next week.

“For Diploma teachers whose interview was postponed because of KNEC marking, kindly note that you are invited to attend the interview for Secondary teachers advert 2/3/4/6/2021 on 24/5/2021 or 25/5/2021 at Bishop Sulumeti Girls. Pick your letter of invitation from CDs office Kakamega on 19/5/2021 for more details on exact date, time and panel you will appear from,” read a message sent to one Wafula George in Kakamega.

Many teachers have not moved up in terms of promotions for years for diploma teachers as compared to degree holders and this will be a huge respite for them.

Director of Staffing at TSC Rita Wahome said that interviews will be conducted next week.

“The interviews will be conducted from May 24 to May 28,” she said.

The Kenya Union of Post-Primary Education Teachers (KUPPET) Secretary-General Akello Misori argued that unlike teachers with degrees, diploma teachers join the service in Job Group C1 (T-Scale 6). This job group was previously called Job Group J.

Degree holders join the profession in Job Group C2 (T-Scale 7). A job grade previously known as Job Group K.

TSC started moving diploma teachers to Job Group C2 in the Career progression guidelines in the 2017-2021 Collective Bargaining Agreement (CBA).

“For them to be promoted to Job Group C3 (T-Scale 8), they must go through an interview process,” said Mr. Misori.

The previous CBAs employed Schemes of Service which led to diploma teachers stagnating in one job group for a duration between three to six years.

“The guidelines subjected them to work in their entry position for three years before promotion, but the current progression guidelines required them to go through an interview to be moved to the next group,” said Akello Misori.

TSC CEO revealed that the guidelines consider performance and hard work. The commission is currently implementing the third and final phase of the 2017-2021 CBA that is set to end on the 30th of June, 2021.

The promotions were set to be done in July 2020 but they had to be rescheduled following due to restrictions and protocols of the novel COVID-19 pandemic that affected learning in the country.

The interviews were still postponed in the last month so as to allow the exercise of administration and marking of the Kenya Certificate of Secondary Education (KCSE) examination.

Teachers will need the following in the interview:

  • Certificates of registration
  • Certification of good conduct
  • Clearance applications from the Higher Education Loans Board (HELB), a Credit Reference Bureau and the Ethics and Anti-Corruption Commission.
  • Kenya Revenue Authority Tax Compliance Certificate

Two weeks ago, TSC promoted 16,152 teachers who had been interviewed in December 2020 and February this year.

The positions that were filled are those of:

  • Deputy Principal 1 (T-Scale 13-D3)
  • Deputy Principal II (T-Scale 12, D2)
  • Senior Lecturer I (T-Scale 12, D2)
  • Deputy Principal III (T-Scale 11 – D1)
