Magoha Directs Schools to Replace Boards of Management Appointed In 2019

The Cabinet Secretary for Education Prof George Magoha directed all primary and secondary schools to begin the process of replacing Boards of Management (BOM) Members and forward new nominees immediately.

In a letter dated the 4th of October, 2021, CS Magoha reminded schools that the current County Education Boards (CEBs) and schools Board of Management (BOMs) which were appointed in February 2019 shall expire in February 2022.

“The purpose of this letter, therefore, is to ask you to start the process of nomination and selection for appointment of new County Education Boards in accordance with section 20 (1) (a-k) and school Boards of Management in accordance with section 56 of the Basic Education Act 2013,” said Magoha in the letter.

The CS has instructed those concerned that the names of the respective nominees should be forwarded on or before the 30th of November 2021.

The names will be forwarded to the Principal Secretary, State Department for Early Learning and Basic Education and vetting done at the nomination stage.

It has been reported that some Board members have presided over flouting of the Ministry of Education’s guidelines and policies and this has made the Ministry of Education to seek the disbanding of the boards of management with their term expiring in February 2022.

“The tenure of service for the chairperson and members of the County education boards is four years and three years respectively, said CS Magoha.

What are the functions of County Education Boards?

The County Education Boards is expected to, among other things, to do the following:

  1. Collaborate with the Boards of Management, the Principal, the head teacher and other appropriate authorities in managing schools.
  2. Coordinate and monitor education and training in the county on behalf of the national government and the county government.

The school board comprises six people who are elected to represent parents of the pupils in the school or local community for county secondary schools. The County Education Board nominates one person, teachers also elect another who acts as a representative of teachers and three representatives are derived from the sponsors of the school.

Besides, one person is chosen to represent special groups in the community, one person to represent persons with special needs and also a representative from the students’ council who shall be an ex officio member, will also be on the board.

EXPIRY OF TENURE OF OFFICE OF COUNTY EDUCATION BOARDS & SCHOOL BOARDS OF MANAGEMENT

According to Section 22 of the Basic Education Act, 2013, the tenure of service for the Chairpersons and Members of the County Education Boards is four (4) and three (3) years respectively.

The current County Education Boards (CEOs) and Schools Board of Management (BoMs), appointed in February 2019, will expire in February 2022.

The purpose of this letter, therefore, is to ask you to start the process of nomination and selection for appointment of new County Education Boards in accordance with Section 20 (1) (a-k) and School Boards of Management in accordance with Section 56 of the Basic Education Act, 2012.

Names of the respective nominees should be forwarded on or before the 30th of November, 2021 through the following offices:

  1. County Education Boards to the Principal Secretary, State Department for Early Learning and Basic Education;
  2. Boards of Management of Secondary Schools and other institutions excluding Primary Schools referred to in Section 55 of the Basic Education Act, to the Director, Secondary Education
