School Administrators in Acting Capacity Gearing Up for Promotion this July
School administrators who are in acting capacity are set for Teachers Service Commission (TSC) promotions that will take place this July.
Principals and Headteachers, senior teachers and masters and Deputy Headteachers who have been in acting capacity for some years or months are set to be confirmed into their positions.
The Commission is set to replace school administrators who are retiring as well as 1,025 heads of schools who had been employed under contractual terms on two-year contracts which are set to end this July.
The teachers will be required to have served in their current acting positions for a period of three years or more in order to be considered for promotions into the positions they have been serving in an acting capacity.
Besides, the teachers will be required to have been filing and submitting their Termly Teacher Performance Appraisal and Development (TPAD) ratings.
The Commission through Circular number 14/2021 revealed that promotions of teachers will be done according to the Career Progression Guidelines (CPG) that replaced the scheme of service.
In the Circular, the Commission revealed plans of promoting teachers who have served in Arid and Semi-Arid Lands and areas that are hard to staff and are working in acting capacity positions shall be gradually promoted until they reach the grades that correspond to their respective positions.

- Samburu County
- Narok South and Narok North sub-counties located in Narok County
- Mumoni, Mutito North and Tseiku sub-counties located in Kitui County
- Marsabit County
- Mandera County
- Lamu County
- Magarini and Ganze in Kilifi County
- Kwale County
- Mashuuru, Loitoktok and Kajiado West sub-counties in Kajiado County
- Isiolo County
- Suba and Mbita sub-counties located in Homabay County
- Garissa County
- Baringo North, Tiaty East and Marigat Sub-counties located in Baringo County.
Following the signing of the new 2021-2025 CBA, Collins Oyuu the current Kenya National Union of Teachers (KNUT) secretary-general revealed his appreciation of the new CBA.
Besides, he clarified that what the Commission did was list the hardship areas and that some administrators shall be installed in acting capacities regardless of their job grade and shall continue to serve in those administrative positions in those areas until they will attain their respective grades for confirmation.
Among the positions in last year’s promotion interviews were those of principal, Deputy Principal II and II, Curriculum Support Officer I and II, Senior Lecturer I and II, Senior Master II, II and Iv, Secondary Teacher I and II, Headteacher, Deputy Headteacher I and II, Senior Teacher I and II, and Primary Teacher I.
Documents required during application for Promotion Interviews
- Tax compliance certificate from the Kenya Revenue Authority (KRA).
- Clearance certificate from a Credit Reference Bureau (CRB)
- Clearance application from the Ethics and Anti-Corruption Commission (EACC)
- Clearance certificate by the Higher Education Loans Board (HELB)
- Certificate of good conduct from the Directorate of Criminal Investigations
- Letter of appointment to the current responsibility
- Letter of appointment to the current grade
However, after the passing of a Bill in Parliament by Nominated MP Gideon Keter, applicants will not be required to provide clearance certificates from either KRA, HELB, DCI, CRB or the EACC, unless an employment offer has been guaranteed.
