TSC Proposes Sweeping Changes to Teacher Registration Under Regulation 20, Seeks Public Input
NAIROBI, Kenya — The Teachers Service Commission (TSC) has proposed sweeping amendments to Regulation 20 of the Code of Regulations for Teachers, a framework that dictates the qualifications for teacher registration in Kenya. The Commission is now calling on educators, stakeholders, and the general public to submit their feedback by May 13, 2026.
The proposed changes, anchored in Section 47(2) of the TSC Act, aim to update the teacher registration process to reflect evolving educational demands. According to a public notice issued on Tuesday, April 28, 2026, by TSC Chief Executive Officer Eveleen Mitei, the review will tighten entry requirements and ensure only qualified individuals enter the teaching profession.
“The proposed amendments aim to review the qualifications for teacher registration to align the framework with emerging educational standards, professional requirements and national policy objectives,” the notice stated.
Raising the Bar for Teachers
Under the revised framework, the TSC seeks to assume full responsibility for regulating teacher training, certification renewals, and competency standards. The amendments will clarify eligibility criteria, placing a strong emphasis on candidates holding recognized academic and professional qualifications.

How to Submit Feedback
In compliance with Section 5 of the Statutory Instruments Act, 2013, the TSC has opened the floor for public consultation. Stakeholders have a narrow window to review the proposed adjustments and submit their views.
