Heads of Schools Ordered to Display Received FPE Grants
Heads of Schools have been directed to display FPE Grants that they have received. The directive comes after the Government released Sh, 17.4 billion to schools to help in funding education in the first term of the 2021 Academic Year.
The Ministry of Education revealed in a statement that of the sum, Sh. 2.62 was allocated to primary schools while 14.85 billion was allocated to boost learning in primary schools.
Besides, the Ministry also instructed all Principals not to send learners home for school fees, pointing to the fact that learners are going through a tight academic calendar due to the prolonged closure of schools to curb the spread of the novel coronavirus last year.
“We are advising principals to ensure all learners to stay in their respective schools to ensure they do not lose any time in this shortened academic calendar,” read a statement.
The Government also warned heads of schools against adding unnecessary levies during the admission that are set to close tomorrow terming the levies as illegal and against the constitution.
Principals were also warned that consequences await those who will flout the directives.
“We will not tolerate any additional levies outside the issued official guidelines,” read the Ministry of Education’s statement.
In the now released breakdown of the Free Primary Education Funds (FPE), schools have been directed on how funds for accounts 1 and 2 shall be utilized. As such, head teachers have been instructed to display the grants received on the notice boards of schools.

The Government has released Sh. 132.75 per child for Account 1which has been deposited into respective school’s accounts.
The utilization of the funds will be strictly as follows unless otherwise authorized by the relevant authority.

County Directors of Education should ensure that this information is availed to all public primary schools head teachers in their jurisdiction immediately to enable them to utilize the funds as outlined above.
SCDEs should receive acknowledgments from schools upon receipt of funds, prepare summaries of funds received by every school and forward the same to their respective CDEs who will turn forward the same to the Director, Primary Education within two weeks.
SCDEs should also regularly monitor the utilization of these funds in order to ensure strict adherence to the Ministry’s guidelines.
All Head teachers shall ensure that information on receipt of the capitation grant is displayed on the school notice boards and the budget tabled in Board of Management (BOM) meetings.
