Government Warns Schools Not To Turn Away Students with Fees Arrears
The Cabinet Secretary for Education Prof George Magoha has directed heads of institutions of secondary schools not to turn away students with fees arrears when schools reopen today, on Tuesday, July 12, 2022.
According to CS Magoha, the government has disbursed funds as capitation to primary and secondary schools. He also revealed that the funds will be available in schools by the end of the week.
While overseeing the groundbreaking ceremony for Competency-Based Curriculum (CBC) classrooms at Kereri Girls located in Kisii town. The CS stated that capitation funds are valuable and school managers will be able to use them effectively.
The capitation funds were a key issue among school administrators with prices of food commodities required in schools skyrocketing given the inflation that has been felt in the country. The war in Ukraine has been cited as the reason for the rise in prices of commodities with fuel a key factor in the transportation of various items.
“Day schools are 75% of the schools and everything has been paid. There is no way the government can increase capitation money at this stage in life when we are already giving 25.9% of the budget to the children,” said Prof George Magoha.
Despite the rising prices of key food commodities, Prof George Magoha called on parents to return their children to school and pay as much school fees as they can to ensure schools run smoothly.
CS Magoha revealed that the government has imported maize in order to cushion schools from the rising cost of maize and called on politicians not to politicize the matter.
He lauded teachers for ensuring that learning was running uninterrupted amid the novel coronavirus pandemic and encouraged them to continue supporting learning in schools.
Prof Magoha revealed that the General Elections should not be used as a catalyst for causing instability in schools because the school calendar has been greatly impacted by the COVID-19 pandemic.
Concerning the CBC classrooms, CS Magoha revealed that the second phase of construction has started and the Ministry of Education is committed to delivering 10,000 CBC classrooms before the new government is elected to office.
Magoha went on to say that the next government has the responsibility of ensuring that children have classrooms in which to learn so that they can continue building classrooms.
CS Magoha revealed that the CBC is an immediate deliverable to children by his Ministry because they anticipate a double intake in January and must ensure physical structures are put in place as a result.
Magoha also missed 1282 title deeds to Kisii residents during his visit and revealed that the recipients are elderly and that the title deeds should be distributed at the sub-county level.
In addition, he revealed that the Ministry of Lands has improved the process of issuing title deeds by ensuring that all lands are listed in the Geographic Information System.
The CS also revealed land encroachment has been reported in schools, especially in Kisii County. He also revealed that the Ministry of Lands has started recalling titles and issuing new ones to ensure that every school has its own title deed.
