Technical and Vocational Education and Training (TVET) institutions have been directed to begin online classes immediately. The directive was effective Wednesday the 7th of April 2021.
This is after President Uhuru Kenyatta’s directive of suspending all physical learning in the country following the emergence of the third wave of COVID-19. The spiralling of new daily COVID-19 cases and deaths signalled the start of the third wave of the novel coronavirus.
However, Form Four candidates were exempted from the cessation of physical learning as they are sitting for the ongoing Kenya Certificate of Secondary Education (KCSE).
“In respect to education in Kenya, there shall be an immediate suspension of all ongoing physical learning in all candidates sitting for the examinations and those in medical training institutions, until otherwise notified,” said President Kenyatta.

Further to My Circular Ref. MOE/VTT/ADM/CONF/2/2 (66) dated 26th of March 2021 and My meeting with Principals and also taking into consideration the Kenya National Examinations Council (KNEC) examinations due in July, 2021, the date for all TVET institutions to start online classes has been reviewed to 6th April, 2021.
All aspects of earlier Circular Ref. MOE/VTT/ADM/CONF/2/2 (66) dated 26th March 2021 remains as indicated.
Please proceed and take appropriate action as directed.

The TVET Principal Secretary Margaret Mwakima, however, said that the department had developed strategies to ensure training and assessment continue in TVET institutions.
According to the PS, the strategies comprise of ratification of TVET open, Distance and e-learning (ODeL) policy, National Learning Management System (LMS) so as to institutionalize the use of ODeL, National TVET Resource Repository, and capacity building of trainers on ODeL among others.
“Taking into consideration the Kenya National Examinations Council (KNEC) examinations due in July, the date for all TVET institutions to start online classes has been reviewed to April 6,” said PS Mwakima in a circular to principals of National Polytechnics, Vocational and Technical Centres and the Technical Vocational Colleges.
The Ministry had given until April 26 but reviewed it to April 6 date following President Uhuru’s order to close all learning institutions on March 26.
The PS said that institutions are expected to use the LMS at the Kenya Technical Trainers College (KTTC). TVET trainers and trainees across the country can access the LMS.
