What KNEC Has Said On Grade 3 Assessment Starting On May 24, 2021

KNEC CEO, Mercy Karogo has revealed that the Kenya National Examinations Council (KNEC) is set to administer assessments to Grade 3 learners when schools reopen for the third term.

Cabinet Secretary, Professor George Magoha yesterday allayed any fears concerning reopening of schools as he confirmed that schools will reopen as scheduled on the 10th of May 2021.

“I’m hoping since it looks like the pandemic is going to flatten. There is no need for me to summon stakeholders as the timetable is likely to remain the same for the rest of the year,” said CS Magoha.

Magoha reassured that there will be no changes to the school calendar and the ealier school programs will remain as scheduled including dates of reopening.

Therefore, assessment of Grade 3 learners will commence two weeks after schools reopen for third term.

“The assessment of the 2020 Grade 3 learners shall be administered in the third term when the current academic year is ending according to the new post-covid school calendar,” said KNEC CEO, Mercy Karogo.

Primary schools were given a timeline of registering Grade 3 learners in readiness for assessment. The dates set were from the 4th if January to the 1st of February, 2021.

Dr. Mercy Karogo said that the assessment objectives are:

  1. To improve learning and instruction
  2. To facilitate identification and nurturing of every learner’s potential
  3. To facilitate selection of pathways and track in senior secondary schools
  4. Ro provide evidence as a basis for the accountability of teachers, school administrators and other stakeholders.

“KEYA, therefore is an assessment to inform on learning achievements attained by learners in Grade 3,” said Dr. Karogo.

According to the KNEC CEO, learners will be assessed in Early Years Education in Grade 2, Middle Years Education in Grade 6, Lower secondary education in Grade 9 and senior school education in grade 12.

Grade 3 learners already sat for their Integrated Learning Assessment (ILA) project last term. Schools were then given till the 5th of March 2021 to upload the ILA scores to the KNEC portal.

However, KNEC was forced to review the deadline after teachers complained about a poor server that caused uploading of scores to be impossible.

The project entailed carrying out of practical activities under the theme “CLEAN AND SAFE WATER FOR GOOD HEALTH”.

The task was to be carried out within a span of two months. Teachers were tasked with guiding learners in carrying out every step of the task.

KNEC then told school heads to be held accountable in ensuring a well maintained assessment portfolio for each learner is kept as evidence.

The entries in the portfolio should reflect the following.

  1. Samples/evidence of the learner’s work on each of the sub-tasks,
  2. Teachers’ scores, comments and dates on learner’s work.
  3. Leaner’s reflection on their work.
  4. Dates each subtask was accomplished.

The Kenua National Examinations Council will upload the Grade 2 Monitoring Learners’Progress (MLP) assessment tools in the MLP Portal.

Schools will use the portal to download the assessment tools and instructions and to upload the assessment outcomes after administration and scoring.

However, KNEC insisted that the Kenya Early Years Assessment (KEYA) is just a national assessment tool but not an examination. Grade 3 learners sitting for the assessments were not to be ranked.

KNEC CEO Mercy Karogo also said that the Council is not going to release results for individual learners.

The CEO explained that the assessment was to provide feedback on a large scale on learning the outcomes at the formative stages for purposes of decision-making while an examination is a summative assessment given for purposes of individual assessment, selection and placement.

“As has been the case with national assessments, the outcomes of KEYA shall be compiled into a report, which shall provide feedback at the national level,” said KNEC CEO Dr. Mercy Karogo.
