The Teachers Service Commission (TSC) banned teachers from visiting its Headquarters starting 1st March, this has not gone down well with many teachers.
In a 15th February 2021 circular to TSC County Directors, the commission said that effective 1st March 2021, TSC will only receive teachers whom County/Sub-county Offices have referred, for cases that cannot be solved there.
“The Commission has allowed visitors to be served at the Customer Care Centre. Effective 1st March 2021 the Commission will only serve teachers who have been referred by the Counties/Sub-counties offices for cases that cannot be resolved there. Further, the teachers MUST have written permission from their Head,” read the Circular, by Ibrahim Mumin who is the TSC Director for Administrative Services.
For simple, in just under two weeks, teachers will not be allowed to visit TSC Upper Hill offices on a regular basis as they used to in previous times. They will only be allowed if they are seeking services from the top offices.
Many teachers have protested and expressed disappointment by the employer despite its grand plan to fully migrate to a digital platform.
The Commission will go digital and that at the moment, only 20% of teachers’ files are yet to be digitized. This calls into question TSC’s decision to ban teacher visits to its Upper Hill Headquarters given not all files have been digitized.
“TSC has digitized over 80% of teachers’ files and soon we are going paperless,” Beatrice Wababu, TSC head of communications revealed.
This simply means that sending hard copy documents to the headquarters of receiving hard copy documents from the headquarters will no longer be required.
In TSC’s 2019-2023 Strategic Plan, they identified Reforms and Innovation in the provision of teaching services as its strategic focus area is intended to improve the delivery of service to its employees and stakeholders.
In the same vein, the Commission revealed that it has successfully migrated services related to recruitment and promotions of teachers to online systems. Therefore, they shall be no manual applications for recruitment and promotions of teachers starting from 1st March 2021.
Teachers have not been happy to hear the latest news communicated via a circular instructing them not to visit TSC headquarters unless they are referred by their County or Sub-County TSC offices.
One John Ombongi from Bomet said, “I am not happy at all by TSC’s decision. Sometimes there are services you must visit the TSC headquarters to be attended to. I do not believe it will be of any assistance to many of us if we are banned from going there to solve our issues.”
Another teacher Beatrice Wanjala said, “How is it feasible that the County and Sub-County directors can solve all our issues? They have not migrated everything to digital platforms.”
“They should instead be clear on the particular services we can visit the offices for at the moment or if we are not allowed there at all,” she lamented further.
