TSC to Approve and Release Transfer Letters of Delocalized Teachers this April

The Teachers Service Commission (TSC) is set to release more teachers including those who had been delocalized from their current working stations.

The Commission will approve transfer requests and effect the transfers to areas that they have requested once schools have closed.

The Commission will affect both regional and inter-regional transfer requests. However, transfers with available replacements will be prioritized once the Regional Directors approve transfer requests.

The Commission is under immense pressure to re-route delocalized teachers back to their home regions. The National Assembly already instructed the Commission to effect the transfers with teachers’ unions and teachers alike pushing for the Commission to do as directed.

However, the Commission is not able to effect the transfers immediately as they required replacements for the transfers. Besides, not all teachers who had been delocalized have applied for transfers.

The TSC Chief Executive Officer (CEO) Dr Nancy Macharia and her entourage are set to appear in the Senate tomorrow to respond to the sitting of the Senate held on Thursday the 16th of February 2023 where Senator Alexander Munyi Mundigi (MP) had requested for a Statement from the Standing Committee on Education regarding the reversal of delocalization of the teachers’ policy in Embu County by the Teachers Service Commission (TSC).

In the Statement, the Senator requested the Committee to do the following:

  1. State the number of requests received by TSC from teachers wishing to transfer to schools in their home counties following the reversal of delocalization of teachers’ policy by the Government, stating why it has taken inordinately long to comply with the Government directive;
  2. Inform the Senate how many requests by teachers to be transferred to their home counties have been granted, giving a breakdown per county and further state when the pending requests will be processed;
  3. State reasons why the TSC is authorizing the transfer of teachers from other counties to Embu County, while not approving similar requests by teachers whose home county is Embu even after the said teachers requested the TSC to be transferred back to their respective sub-counties in Embu; and
  4. Spell out measures in place to address challenges faced by the TSC in implementing the reversal of delocalization of teacher’s policy by the Government.

The Commission issued the deadline of the 31st of January to effect all re-routing of teachers who had applied for transfers has been completed unconditionally.

During his appearance before the National Assembly, the TSC board Chairperson Jamleck Muturi and the head of legal affairs Calvin Anyuor were directed to ensure that the decision of the Members of Parliament (MPs) regarding the delocalization of teachers is implemented.

The Education Committee’s Chairperson and Tinderet Member of Parliament (MP) Julius Melly directed the Commission that they have until the end of January to ensure that all teachers who had been delocalized are re-routed back to their home regions.

Melly told TSC not to delay the issue and ensure that it tabled a report on its plans to implement the said move after Parliament’s decision regarding the matter.

Besides, the National Assembly Speaker Moses Wetangula also ruled that the delocalization policy is illegal since it had no parliamentary approval.
