TSC Asks for List of Teachers and Schools Missing on TPAD

The Teachers Service Commission (TSC) Chief Executive Officer (CEO) Dr. Nancy Macharia has asked County Directors of Education (CDEs) to provide a list of teachers who are yet to be captured in the Teachers Professional Appraisal Development (TPAD) system.

The TSC CEO also requested to be provided with a list of schools that might be captured in the TPAD system.

According to Dr. Nancy Macharia, the online system enables teachers to upload evidence of their performance and improves objectivity in ratings which informs key decisions about teachers’ career progression.

TSC launched the system back in 2016 with manual evaluations being used. This made it difficult to track teachers’ class attendance and performance levels.

The Commission requires teachers to log in to the TSC system and appraise themselves before submitting completed forms. They are then appraised by their respective school heads and TSC field officers.

According to research done by the University of Nairobi (UoN) Enterprises and Services Limited and submitted to the Commission, the use of TPAD improved has enhanced teacher competencies and accountability.

According to the report, feedback between instructional supervision and teachers has also been promoted.

TSC revealed that 319,584 completed and submitted online forms from 341,760 teachers from both primary and secondary schools who complied with the appraisal tool.

Lamu and Nairobi Counties submitted the most complete appraisals with 99.36% and 99.05% respectively.

In its April 2014 Teacher Performance and Integrity Survey, the Commission discovered that there was an increase in school absenteeism.

The Commission wants to empower teachers, restore their lost glory and boost their public trust and support for the profession.

Teachers’ absenteeism and low teacher performance have been the main issues reported in schools for so many years and the appraisal tool has played a big role in addressing these issues.
