Government Issues Fee Structure Guidelines for all Schools

The Kenya Government has issued the secondary schools 2020 fee structure under the Free Day Secondary Education Programme FDSE. Through the Ministry of Education, the Government has further given the guidelines on what parents and guardians will pay the schools. The 2020 fee guidelines cater to all the schools from National schools to Sub-County schools.

Harmonized national fees is an effort to foster the 100% learner transition from primary to secondary schools, as championed by Education CS Prof George Magoha.

In the fee structure, the government promises to pay specific needs (basic) for each Kenyan learner in the NEMIS database, irrespective of whether they are in a Sub-County School, National School, Extra-County, County or Day School.

Government to Remit Kshs. 22,240 for Free Day Secondary Education Program

To realize the Free Day Secondary Education (FDSE) program in the country, the government has set aside a total of Kshs. 22,240 per learner per year.

Out of this 22,240, Kshs. 2,000 go for student’s medical and insurance, and Kshs. 4,144 for purchase of Teaching, Learning Materials & Exams.

Besides, two hundred shillings will cater for Strengthening of Mathematics and Science in Secondary Education (SMASSE).

The vote heads that parents with children in boarding schools will partially chip include, School maintenance and improvement, Student activity fee, and others. The others include; Transport, Administration, Personnel emolument, Electricity, and Local travel.

On fees related to school boarding Equipment and Stores, the government says it is a full obligation of the Parent. The government deems boarding, not a basic need.

Ministry of Education said it will use the Schools’ enrollment data in the National Education Management Information System NEMIS as of 30th of November 2019 to disburse its 2020 term one share of funding.

Therefore, all school heads are urged to update their NEMIS records accordingly to mirror the actual number of learners in their schools.

2020 School Fees Structure for High Schools

The secondary schools are classified to be either a boarding school or a day. The boarding school is divided further into Category A and B.

The following 2020 Fee Structure covers All National schools and Extra county schools in Nairobi, Mombasa, Nakuru, Kisumu, Nyeri, Thika, and Eldoret.

Day Schools 2020 Fee Structure

The Government will fully pay all Free day school fees. This is Ministry’s continuation of the Free Day Schools Programme.

Education CS Gives School Principals Power to Charge Parents Extra Fees

The above figures were released before Education CS Prof George Magoha gave power to the school principals to charge parents extra levies.

In his speech, the CS said the School Principals could levy parents for the establishment and improvement of schools’ infrastructure.

Prof Magoha defended himself from the angry parents saying, the levies would help ease the burden on Government.

    Such open undefined window will exploit parents. Guidance or approval should be given by the ministry before the extra fees is charged.

    I wish it was followed to the latter, schools are adjusting school fees at will in the name of motivating teachers, teachers trips and they do it openly as if the government has allowed. I know of any school that parents paying 53k for fees and 22000 for development and teacher motivation. Please make national schools work for the average mwananchi
