MP Promises to Start a Motion to Impeach TSC CEO Nancy Macharia

Moments after passing of the motion to end delocalization which he had sponsored, Luramba Member of Parliament (MP) Titus Khamala said that he is set to present another motion to impeach the Teachers Service Commission (TSC) Chief Executive Officer (CEO) Dr Nancy Macharia.

The MP who had presented a motion titled “Review of Teacher Deployment Policy” which was voted overwhelmingly by all MPs said that he will now start a motion to change the leadership of the Commission.

“I am looking at a motion of impeachment. Parliament may be going for the CEO of the Teachers Service Commission,” said Khamala outside Parliament buildings.

However, he also revealed that he will only do this after consulting with various stakeholders of education on how this will be done. Among the stakeholders he will consult are teachers’ unions and other bodies to collect views on the matter before presenting the motion.

“Right now am consulting stakeholders, talking to the Kenya Primary School Heads Association (KEPSHA), the Kenya Secondary School Heads Association (KESSHA), the Kenya Union of Post Primary Teachers (KUPPET) and the Kenya National Union of Teachers (KNUT) and am also looking at different education stakeholders,” he said.

Besides, he revealed that he will also involve officials from the Ministry of Education to get their views and suggestions before taking on the leadership of the Commission.

“Am also in talks with Ministry of Education officials I want to get facts and I want to get sufficient grounds and I will begin working on a motion so that there can be a good leadership at the top of TSC which respect teachers,” he added.

Following the passing of the motion to end delocalization, some changes were made that will guide teacher recruitment and deployment exercise.

The Commission was directed to review its teacher recruitment policy so that the employment of teachers can start at the zonal level.

“Review the teacher recruitment policy with a view to devolving it to zonal level as the point of recruitment,” read the motion.

TSC was also directed to start a comprehensive review of the teacher deployment policy with the involvement of teachers in order to make the policy consistent with the International Labour Organization (ILO) and UNESCO laws and practices regarding teacher management and deployment.
