Government to Rip up TVETCDACC and Assign Roles to KICD and KNEC

The National Government’s plan to scrap off the Technical and Vocational Education and Training Curriculum Development, Assessment and Certification Council (TVETCDACC) is close to completion.

According to the Saturday Standard, the government’s plan to disband TVETCDACC will immensely affect the way thousands of TVET learners do examinations as well as how their curriculum is developed as well as certification. The TVETCDACC has been conducting these roles but they are now set to be handed over to other bodies.

The certification council is established in the Kenyan constitution under Section 44 of the TVET Act and is mandated to carry out curricula development for the examinations of examinations and assessment and competency certification.

The institutions that could be affected have more than 249,316 learners who are learning in more than two thousand technical institutions. Out of the 2,000 technical institutions, 1,146 are technical-vocational colleges, 1,035 are vocational training centres while just 12 are national polytechnics.

TVETCDACC has been charged with coming up with examination rules and assessment of competency and the issuance of certificates to candidates who meet the requirements of TVET examinations and the competence assessment.

In the coming changes, all curriculum functions will be assigned to the Kenya Institute of Curriculum Development (KICD). Conduction of examinations will be transferred to the Kenya National Examinations Council (KNEC). This could potentially mean KNEC being in charge of setting, conducting and marking the examinations in technical institutions. Tutors in these institutions could also be utilized in marking and supervision of the examinations.

Some stakeholders of technical institutions who spoke to The Saturday Standard questioned the move which will mean TVETCDACC being scrapped off without any changes being made in the Constitution.

According to reports, the move to disband TVETCDACC could have started in 2014 when the government issued a directive regarding the transfer of its responsibilities to KNEC and the KICD.

In 2014, the Head of Public Service Joseph Kaimenyi wrote a letter to the then Cabinet Secretary for Education Jacob Kaimenyi, making reference to a 2013 task force report on reforms of parastatals which had come up with a new policy regarding the management of government enterprises.

On December 22nd 2020, Kinyua also wrote to current Cabinet Secretary for Education Prof George Magoha indicating that the process had been slow despite the instructions issued on the same from the Ministry of Education.

More recent reports indicate that now the process has finally reached its completion as CS Magoha technical committee has worked out the technicalities and completed the process.

“The State Department has prepared the attached brief on the constitution of a committee to oversee the transfer of functions from TVETCDACC to KICD and KNEC,” read the letter from the TVET Principal Secretary at the time, Juan Julius.
