Cabinet Secretary for Education Professor George Magoha will no longer manage the Ministry’s human resources.
This follows his public remonstration with the County Director of Education (CDE) Mbaka. The Public Service Commission (PSC) stripped Magoha of his powers and handed them over to Basic Education Principal Secretary Belio Kipsang’.
The Public Service Commission (PSC) communications director Browne Kutswa stated that the changes will happen immediately.
“The Commission has designated the Principal Secretary for Early Learning and Basic Education, Dr. Richard Belio Kipsang, to be in charge of all human resource issues in the ministry of education,” said Browne Kutswa.
Kutswa said that the Public Service Commission Chairperson Stephen Kirogo duly informed all public university councils and the Head of Public Service Joseph Kinyua of the news concerning Kipsang’s additional new role.
He further explained that the move is intended to protect public servants against undignified and unwarranted attacks.
“Kirogo noted that the move was within the legal mandate of the commission to protect public servants against undignified and unwarranted attacks,” added Kutswa.

Less than a week ago, Magoha was recorded on camera hurling insults at the Uasin Gishu county education director over the poor state of some of the schools in his region.
The clip lasted only 30 seconds showing CS Magoha with his entourage not impressed with how the junior officials responded. He called him stupid after the official’s (Mbaka) response.
However, on November 11, 2020, CS Magoha on his part refused to apologize when he was asked about the incident in Machakos. He stated that he cannot apologize as he reminded his critics of how efficient he has been in his past posts.
“Nobody should be surprised with how I work….I was in KNEC. I made things work and now I am here to protect the interest of parents and children in the country. Any time I fail to do so I have no business here” responded the CS to journalists
