CS Magoha Introduces a New Way of Inspecting Learning in Schools

In a bid to improve the delivery of service, the Ministry of Education has conducted a review of the National Education and Standards Framework (NEQASF).

The Cabinet Secretary for Education Prof George Magoha has revealed that based on evidence and good implementation, the Framework is going to improve the results in learning.

According to CS Magoha, up to the moment the review was carried out, the way inspection of early learning and basic education institutions did not result in improved outcomes, the satisfaction of stakeholders and delivery of service.

“The previous framework did not have harmonized guidelines and tools for standard quality assurance, involvement of stakeholders and involvement in quality management processes, and was mostly limited to diagnosis without helpful support for the improvement of schools,” said CS Magoha.

The new system is going to utilize a single comprehensive package of quality measurement and make use of tools that will be used in self-evaluation of schools, external evaluation and peer reviews.

The new system will also adopt Information and Communication Technology (ICT) processes that will include the participation of all schools.

The National Education Management Information System (NEMIS) will also inform the processes of the new framework with each school required to upload its annual self and peer assessment reviews.

The Competency-Based Curriculum (CBC) is set to benefit immensely from the NEMIS-based new framework and this should see the newly established reforms on education.

Learners will be required to show an understanding of values and skills by the time they complete their Early Years Education (EYE). Following completion of the EYE, learners will be expected to be able to demonstrate basic literacy and numeracy skills for learning, appropriate communication for non-verbal modes in varied contexts, communicating, critical thinking when solving problems, being creative and applying digital literacy skills for learning and enjoyment.
